It is unknown what the population threshold was to qualify as a "small town," but most of the time these groupings are capped at 25,000 residents.

You list mentions 15 small towns across the United States, and you have to skip to nearly the end before you find a single town from the south. That only Southern Small Town is non other than Fredericksburg at number 14.

In total, only Sedona, Arizona would even count as a southern city, but Arizona is much more known for being part of the American Southwest, than being southern. Most people in Texas do not consider their self a Southerner either, opting for the much more defined designation of being Texan.
